The Ministry of Energy, Commerce and Industry is responsible for the harmonization of national legislation with the European legislation and especially with the "Clean Energy for All" package. Among others, the package contains: Directive (EU) 2019/944 on common rules for the internal market in electricity and amending Directive 2012/27/EU (recast), Regulation (EU) 2019/943 on the internal market for electricity (recast), Regulation (EU) 2019/941 n risk-preparedness in the electricity sector and Regulation (EU) 2019/942 establishing a European Union Agency for the Cooperation of Energy Regulators (recast).Â

The Cyprus Energy Regulatory Authority (CERA) is the national Independent Energy Regulatory Authority of the Republic of Cyprus, which is entrusted with the regulatory control of the proper functioning of the internal electricity and gas market in accordance with the provisions of Directives (EU) 2019/944 and (EU) 2009/73/EC. The initial establishment of CERA was made through the Regulation of the Electricity Market Law of 2003 (L.122(I)2003) which was repealed by Law 130(I)/2021. The operation of CERA and its decision-making process are regulated by Regulations, which are adopted in accordance with the Law on the Establishment and Operation of the Energy Regulatory Authority of 2021.

The establishment of the Cyprus Transmission System Operator (TSO) is the result of the harmonization of national legislation with Directive 96/92/EC on common rules for the internal market in electricity. The exclusive responsibilities of TSO are set out in Article 70 of the Electricity Market Regulation Law of 2021 (L.130(I)/2021), where the TSO is defined as the Operator of the Electricity Market.Â

Main responsibilities of the Distribution System Operator are: the development and operation of a reliable and efficient electricity distribution network, the development and maintenance of a meter repository and reliable recording and meter reading management (ring-fenced department), the Distribution Network operation (use and access), the definition of terms and conditions for access to and use of the Distribution Network and conformation of the Market Rules concerning the Distribution Network. The DSO is also the facilitator of the market and a catalyst for the application of new technologies, such as smart grids.Â
